EU Critical Raw Materials Policy Drives Global High-Purity Graphite Supply Chain Restructuring in 2026

In July 2026, the European Union formally implemented the updated Critical Raw Materials Act (CRMA), officially classifying high-purity isostatic graphite, semiconductor-grade ultra-clean graphite and aerospace anti-ablation graphite as key strategic raw materials related to regional industrial security. This policy adjustment marks a comprehensive upgrade of the EU's graphite industry supervision and supply chain layout, completely changing the long-term pattern of relying on imported high-end graphite components from China. According to the latest industry data released by the European Raw Materials Alliance (ERMA), the EU's self-sufficiency rate of high-end graphite materials is less than 12%, and more than 88% of high-precision graphite components used in semiconductor manufacturing, aerospace equipment and new energy photovoltaic industries rely on overseas imports, resulting in obvious supply chain risks.

 

The new EU policy puts forward three core mandatory requirements for the graphite supply chain. First, by 2030, the local processing capacity of strategic graphite raw materials in the EU will reach 40% of regional demand, and the import dependence of high-end graphite components will be reduced to less than 50%. Second, all graphite products entering the EU high-end industrial supply chain must pass EU green environmental protection certification and carbon footprint testing, eliminating high-energy-consuming and high-pollution graphite processing products. Third, the EU will invest 1.2 billion euros to support the construction of local graphite deep processing bases, focusing on breaking through the technical bottlenecks of high-purity graphite purification and ultra-precision processing, and building a localized strategic material supply system.

Graphite components with impurity content exceeding 10ppm, processing tolerance exceeding international precision standards and uncertified carbon footprint are prohibited from entering the EU high-end industrial market. This strict access threshold has eliminated a large number of low-end and non-standard graphite manufacturers in the global market, and further highlights the technical and quality advantages of professional Chinese high-end graphite deep-processing enterprises.

 

Industry analysts point out that the EU's strategic layout of graphite raw materials is essentially a regional industrial security layout for the new energy and high-end manufacturing industry chain. Graphite, as an irreplaceable core material for photovoltaics, semiconductors, aerospace and metallurgy, has become a key material contested by major global economies. While promoting localized production, the EU will still maintain long-term cooperative relations with high-quality Chinese graphite manufacturers with mature technology, green production and stable quality, forming a pattern of complementary advantages in the global graphite supply chain.
